The provincial administrative organization formation, which is one of the active local government forms, has been amended and developed adequately. The first provincial council was held in 1933, according to the Municipal Organization Act, B.E. 2476. The position of the Provincial Council at that time was portrayed as an organization representing the citizens, served as consult, provided recommendations to the Provincial Committee. Its status was at this point not a juristic person separated from the provincial administration or a local administrative unit under the law yet.
